Show paused or changing maps while spectating [added]

As the title shows, It'd be nice to show "paused" or "changing map" while spectating someone instead of seeing "buffering".

I wish that I could through the
settings in the game could
manually set the buffer size
for on slow Internet
connection to watch the
player is almost impossible.
