It is either tempo changes, live recording, switch between 1/4 and 1/3 divisor or wrong bpm leading to using redlines to get back in the tempo. Btw, switch between 1/4 and 1/3 should keep same red line, it's just to change the beatdivisor.
Without song link (or map), kinda hard to tell, but seeing float numbers like this make me feel like it's just poor timing in the first place.
