Allow setting scrollspeed offset in skin.ini

For example:

[Mania]
Keys: 4
ScrollSpeedOffset: 26

[Mania]
Keys: 7
ScrollSpeedOffset: 22


Many people in mania like separate scrollspeeds for each keymode. By having this right in skin.ini, the offset could pair with the in-game scroll speed option by adding the amount from the skin.

Don't see anything against, so why not.

Setting could also be set in the osu!mania layout editing thingy from the options since it allows to edit all different keymodes.

Words of someone who doesn't play mania, I fail 0.7*, don't judge me.
