Start osu! -> 'Edit' option, right under 'Play' -> Break a leg

You need to be in the map (i.e. Start osu! -> 'Edit' option, right under 'Play' -> click on the map you want to edit) to be able to see/access those options in the image above.

File -> Save as new difficulty.
what do you mean by give a beatmap? That would be a good starting point
File -> Export as osz
It would be much more helpful for you if you ask someone who can speak your main language. We can't give you concrete answers since we're not able to understand your engrish.
