How to make a widescreen skin 4x3 and vice versa?

Usually you would need to edit quite a few elements to make it work on 4:3. And it's even harder if you don't have the project files. For the song select at least, you typically you would need to edit menu-back, selection-options, selection-mode and mode-osu/taiko/fruits/mania-small. For other sections, it depends on the execution.
