Install .NET Framework. Make sure you have other requirements needed to run osu! as well.

Hmm, I have .NET Framework 2 SP2 and .NET Framework 3.5 SP1..
Still had that problem.
Maybe i have to use .NET Framework 2 (without SP) ?.

SP2 is fine. There is something else wrong with your set up.
