Actually, anytime as long as the Beatmap Submission System isn't down for some reason.
When you uploaded it, you can always just download it again and continue working on it whenever you are free.
If you think that your map is finished, including hitsounds, then you have to upload the map but this time marked as pending.
Afterwards, you can now look for modding at your map at the modding queues.
