Local Rankings ?

I have question regarding " Local Rankings " and my question is this :
So Ive been playing for a few days and when i finish a map at the top of the screen it says "you achieved the #1 on Local rankings " .
What exactly does the game define as "local rankings " ? Is it Local as in Country or Continent , Or is it just the PC im running osu! on ?
Can someone please tell me? Im kind of new to the game and have picked it up recently because its fun .

You know it would be nice to have a country ranking tab too to see where you rank in your country on a song.

Speak for yourselves my country only has 11 active players in it :(
That would only be really useful for like Japan and Korea (and Finland? ww)

I always thought Local ranking was people around my neighbor hood or at least 30 blocks away who plays OSU. If that was the case, Socialbreakfeast and I would have so much fun :D
