GIMP 2 does a lot for me when skinning, but using it to outline text isn't the best option, as it can come out with pretty bad quality. I just wanna know what other programs people use for different things.

My recommendations aside from GIMP are paintdotnet or Photoshop.
I use Photoshop for graphics editing since I started and will stick on it.
