It's the opening of the anime serie "Uchii no maid ga uzasugiru!" (Named by most people as Uzamaid!)
Its about an women who serve a long time in the JPN army and now it's without job, and finds a job as a maid who takes care of a lil' russian girl.
It's a good (and really hilarious) anime, it's genres are principally comedy.
(SPOILER: the maid likes girls, and this tries to be in the lil'girl radar is the key what makes this anime a whole bunch of laughs.)
