Go into the skin folder and open up a file called "skin.ini". In there scroll down until you find a line saying "HitCircleOverlap", change the value here to about 70. If the dot's not completely in the middle change the number a bit.
You need to change "HitCircleOverlap:" in the file "skin.ini" to the width of any image (that doesn't contain @2x at the end) whose name starts with "default" (not the case in some skins as the prefix for those images might be different, but you can always check what the prefix is in skin.ini).
