Why are fast paced songs mapped so slowly?

I've noticed certain extremely fast paced songs (Night of Fire, Through the fire and the flames, and Running in the 90s for example) have incredibly slow outer rings.
It feels disgusting to play, the song is extremely fast paced, and the chart just doesn't match.

is there a particular reason for this?

it's often because the star difficulty is low or the map is old. newer maps use faster approach rate
