Personally I don't find much appeal in villains who are just evil because the protagonist's need someone to fight against.
"Oh god I'm so evil, look at all this unwarranted chaos I'm causing. How insane I am. I'm destroying everything because I can."
For a character who is one of the most loved villains of a series of story heavy rpgs Kefka pretty much has no story except for being the first experimental Magitek Knight. Which to me seems like a detail which was just thrown in at the last moment to try and clarify him.
It's like when you're about to fight Solidus at the end of MGS2 after finding out that his intentions are good and you've been manipulated into stopping him by the bad guys. You don't have a real reason to kill him anymore, maybe because of Olga's child at most, so then out of nowhere they just throw out the "Oh yeah by the way I killed your parents" line.
It's kinda silly when people praise FFVI for it's story, which I agree is good, but Kefka who is often their favourite character has the worst story.
Even Garland has a better story than "I want power so I can destroy things."
