[Proposal] Disallow unused .osb files

Currently the rule about unused files is this:

This means unused .osb for a map without a sb = false positive on the website that the map has a storyboard.
This would be misleading and meh, imagine finding a map, thinking "oh boy it's gonna have a storyboard" only for there to be literally nothing.

sometimes these things add like 2 mb to a folder so them duping can cause actual damage, agree.
