The best would be photoshop. but a small alternative would be paint.net (not the website. and yes, the software is called paint.net)

a) Free: GIMP, Paint.NET
b) Paid: Photoshop, Paint Tool SAI*
2. Vector
a) Free: Inkscape
b) Paid: Corel DRAW
*only for very complex shapes, like people
