A i5-7300HQ should be more than enough to run the game.

Without more information it is not possible to know what is wrong with your setup.

Reasons osu! might be laggy:

- Your frame limiter is set to 120 FPS or lower
- Your graphics card is not up to par
- Your memory is low
- There is some application other than osu! actively doing something with system resources (antivirus, disk defrag, etc)

there might be problems not related to osu! , as it looks you thought your solutions needed to come from within the osu! client, try formatting your pc or just removing stuff you think you dont need.
