Another way is, turn off all the sound effects existing in your system(like system sounds), open the GBA or NDS rom you would like to rip sound effects from. Meanwhile you need a program called GoldWave. This program is easy to use and its tutorial can be found all over the internet. Just record the sound with GoldWave, and save it into an mp3 file. That's it.
This way will work when there is no other way extracting sound effects from the ROM.
