So I personally think the current metadata procedure is quite nonsensical.
nowadays, qualified maps with wrong metadata get instantly requalified as soon as the issue gets fixed which makes popping bubbled maps over metadata issues a pointless task, as it's a waste of time.
By qualifing a map with wrong metadata, you get the QAT to fix it and get the map qualified again (In most of cases, it takes less than 24 hours) whereas popping requires two bns to check the map once more (the mapper is required to wait at least 24 hours)
it gets even worse if we consider the fact that one of the bns involved might be on probation, which makes the process even longer and exhausting for both the mapper and the BNs.
So I came up with two feasible solutions:

1. Allow metadata to be labeled as a minor issue that does not require a nomination reset
2. Discourage the QAT from requalifying maps that got disqualified because of metadata
I think either of the two options are valid and would encourage BNs to actually take care of metadata before nominating a map.Let me know what you think
