Why is a German translation on the osu! website missing?

Do I have to sign up for the translation or something else like that? xD
Although I have no problem with that but German is still more pleasant for me.
Because so many languages, except mine, have already been translated.

No, it simply hasn't been done yet.
I started some translation here but didn't get very far before having a slump on it.
If you give me your github name, I'll be glad to give you permissions for committing to the project.
