I just discovered a new Osu site, where the layout is more fleshed out and better, but when I tried to go to that site through osu.exe it redirected me to the old one, why?

New site isn't finished yet. Pretty sure when it is, everything will be redirected/targeted to the new site.

Edit: Also, I'm pretty sure this doesn't belong in the "Development" section of the forums.

You can be good at anything. Just as long as you try your best and never give up.
