Mhm, both run the same CPU. And Galaxy 5 is cheaper.
Personally, I'd say that if you can't afford to spend a good amount of money (5-600 USD) on a good Android phone, then just don't bother.
I'm not talking out of personal experience when I say that though, but nearly everyone I know who bought a low-end Android have been greatly disappointed.
Resolution/screen size are one thing, and I'd imagine that if you're going to be developing, you'd want it to be at least 480x800, or WVGA as it's also called.
In short, your best bet if you really can't wait to save up money would probably be to find a used phone.
