If you're talking about the song selection menu, then it's called menu-button-background.
he probably meant the osu cookie. i don't think it's skinnable.

I meant by the thing when you start the game. The thing that goes up and down? Around the osu button? idk how to describe it
You can only change the color of the main menu visualization inside Skin.ini under [Colours] section (MenuGlow: R, G, B).
