[added] Sound Notification when someone receives host

Most of the time when I am in multiplayer, after finishing a song, I alt tab until next one is chosen.
It's really hard to notice when someone suddenly decides to make the room with rotating host and passes the host to me.
So, a nice sound to notify that event would be nice ^_^

I searched for this, but all I could find was the notification when host changes beatmap. Maybe I didn't search well enough ._.
