All uninherited sections must be on the downbeat of the measure. A downbeat is the first beat of a measure, and while this may not affect gameplay, it will affect the main menu pulsing. Therefore, any and all uninherited sections (including metronome changes such as 2/4 and 3/4 measures) must be correct. Please see this thread for more information on downbeats.
Well, considering much from this "about to be new rules". Will be first offset necessary for menu pulsing even if the first offset is not even used (where there is a second offset that reset metronome)? Pretty good example for this is : Aqua- My Mamma Said The fiirst offset should be 687, but there is no notes until the second offset,32530 which reset the metronome
I do noticed that before the second offset when the first offset not yet applied, the menu pulses in it default pulses (60bpm) which will not follow the song actual bpm thus making it not sync with menu pulses.
So, the question again, will be the first offset necessary in case like this?
