i run a youtube channel and my osu vids are rerecorded on my phone (bad quality) and if i rec cord normally the game drops from 60 fps to 2 fps

As is right now it isn't possible as the replays are just scripted events to occur within the game, it isn't a MP4 file that is being watched back or anything like that.

I don't think peppy will invest his own time adding this when a good 3rd party service is already running. Maybe you can try convincing him to add additional server/mirrors if there's enough demand for osu!record?

Alternatively, check out opsu. Try asking for replay support would be equally cool imo, as this could (?) be reworked to embed on websites.
