I downloaded a single beatmap, played it, and now it is telling me that i have downloaded too many beatmaps? Is it supposed to do that?

If I remember correctly...it's not based on number of beatmaps but how many mb's you have downloaded. So if it was one huge beatmap, don't expect to download another one.

Also, although I don't really care about the beatmap download caps (I don't download much), I think what jjrocks said is correct. For my non-supporter friends, they seem to get capped at random amounts every time, so it's most likely the size of your downloads.
For smaller downloads, try downloading without video? Or don't download marathon maps. You can also donate as well if you wish~

Anyways, what browser are you using, and are you using any download managers (outside of browser providers [ex: firefox]

And yes you can make it stop doing that. Simply support to osu! by clicking on THIS link and donate a small bit of money. It might still give the warning if the server is having a tough time, but I've never had that before.
And if you want to download a number of beatmaps without the DL Limit bugging you, try the Beatmap Packs
You download too many maps! You waste all our bandwidth!
It could be from the graveyard. You can only download one over a short period of time. Try downloading Pending or Ranked maps instead.
