There's not a specific element for that, but there's a lot of ways to do it.. you should download a skin that has the element and then try to do your own from that.

The whole bar is selection-tab.png.
The 4 buttons is selection-mode.png, selection-mods.png, selection-random.png, and the one that I forgot the name of. Download a skin and try to change these.

yes, it's selection-tab. from left to right: back button, mode select, random, beatmap options, and your profile card. the thing behind is selection tab. please read the skinning wiki.

It's selection-mode, not selection-tab as you've pointed out. It was already mentioned.
You can search it in the skin folder, it's the whole bar for which you're looking for.
