When will there be an app of osu in mobile? Not a game but it's where like you can see your notifications and messages?

You can chat in mobile using an IRC client. Not sure what you mean by notifications but this is a thing that other people should be doing.

You can view the osu! website fine with a browser app on your phone. And as Nath said, to chat, there are some IRC apps as well although it is a little laggy on mobile.
