So basically, there should be separate scorebar and scorebar-bg skin element for mania. Recently, people have been experimenting more with overlays you can make with the scorebar. I say recently because I've only seen a couple of people with inventive scorebars, namely this post and the Idekkusu skin (only @2x though).
This is great and all, and I personally use the Indekkusu scorebar-bg, however, these really don't work well in mania, and thus, any skin that wants to appeal to both mania and standard audiences has a restriction placed on what they can do with the scorebar whilst still having it look good.
I believe a separate skin element for mania mode, that defaulted to the same as the standard element if no mania version is found, would be relatively easy to implement, and would allow the skinning community more freedom with their elements.
