Well... For what it's worth, [TAG4] has been unrankable for a long while now. In the past, the [TAG4] difficulty has always been considered as "Approved", so it was always an exception for things. Even now, players can no longer gain PP from it. So now their purpose today is to bend over and submit to -GN's dominance of getting #1s. 
Don't worry about it, honestly. It's a really niche thing due to its unrankability, and when you explore Pending or the Beatmap Graveyard, you're going to naturally encounter content that may not be as high of quality as what you're used to.

Not necessarily. "For fun" does promote a bit more experimenting and freedom without necessarily worrying about the Ranking Criteria. But again, this goes back to the experience of the mapper. People aren't mapping [TAG4] to purposely map garbage, they're trying their best to make a fun multiplayer tag experience. For those maps you have a problem with, it just unfortunately turns out as low quality because they aren't good enough at mapping yet.Psythemuffin wrote:

No, but mapping proper Tag4 maps is nigh impossible, since most of the time they are played by 1 person only. Only DjPop can actually do well on this (Cirno for example). People are free to map for fun (I do it too, I don't map with the purpose of getting my maps ranked) but mapping Tag4 often ends up with bad results, sadly enoughPsythemuffin wrote:
