Some players play with more than one monitor. Right now if you play fullscreen, to change monitor you either have to launch osu! in the one where you want it (for example from the monitor's taskbar) or you have to set it to windowed, move the window to the other monitor and reset it to fullscreen (which as I've seen on my laptop, tends to cause some wild stuff).
So I thought an option in the ingame options to change between monitors in real-time would be a good idea.
