Except for reasons like
1) CS4 is too mainstream
2) I did it for memes and lols
3) the SR is too high/low

What the reasons for using CS other than CS4?

Fast SV maps that don't use many 1/4 patterns are great with low CS because it gives greater leniency to flail your cursor around the playfield without instantly dropping every sliderend.
And high CS can be very useful for making slow songs harder as any kind of hard jumps you want to put in there will already be kind of fullscreen on CS4. Therefore it can allow more nuanced spacing selection.

cs equal or inbetween 4 and 5.5 are all fine imo
get above or below that range and it starts to get stupid

I'm starting to use smaller circles (like cs 6) and I'm starting to like it. It adds a small extra challenge (pun intended) for the player, and it allows for better mapping since less of the field is used --> Less cluttering

because it looks much nicer and can play nicer as well if you're not close-minded enough to understand that

"CS4 would work just fine on this map, idk why the mapper used CS4.3. Stop artificially inflating the difficulty of your map to increase the pp it gives so that more people will play it." xDXDDDDDDDDDDD
