I always hate it when i run into a afk host on osu. I think everyone hates it after you have been waiting but just end up leaving because of a inactive host. I think osu should implement a update that has a auto transfer host system. For example if a host dose not pick a beatmap within a certain time frame host privileges would transfer to another player. 
Anyways, that would get rid of that issue most likely and make a lot more people happier with the osu experiance. Nobody hates waiting for a afk host.
