Can someone please explain what that is? Kinda new to mania, got intrested in trying it and so far really enjoying it. Do I need to change that scrolling stuff and so on?

Scrolling is a technique where you play the elder scrolls while playing osu. All of the high level players do this, and this helps improve. If you want to get better, you should start scrolling too, with either morrowind or oblivion (other installments can work too).
Scroll refers to the notes falling down on your screen. Higher scrollspeed means the notes come down faster.

There are two different types of scrolling: fixed and BPM. Fixed means you will get the regular content in Elder Scrolls and BPM means buys per minute and the more DLC's you buy, the higher your BPM is. You can increase your scrolling experience by either completing quests via fixed scrolling or buying DLC's via BPM scrolling.
