It is true that when you upgrade or change a BM, there is the option to upgrade, but only the BM, not the other possible.

I mean, for example, if you create a WIP BM with only one difficulty, then you create more difficulties and that a discharge not know what is more difficult, or simply not provided this update.

One could put a message to see the WB as "there is a difficulty available, click here to download "
or maybe , "... you click here to go to the download page. "

This will be handled better when osz2 (the new file format) is released. For right now, though, a message in the beatmap thread such as "Redownload for new difficulties/skin/storyboard/etc. if you downloaded before 'insert date here' please" should be enough.
