About the diff spread, you should really consider Toy's diff in the spread. And consider the spread in a larger context too. CS is only one aspect of the map. Insane > Toy's Insane is a good progression. Toy's to Extra is a good progression too. Really, it's the Expert that can be omitted while considering spread.
About Extra and Expert, they are very vague, neither is necessarily higher than another, and we have plenty of ranked maps where Expert is lower than Extra, and vice/versa.

my reasoning behind diff names is basically what monstrata said, it's similar to pishi's naming conventions as of late (king for a day iirc is the only time he put expert above extra). i think both ways work, anyways.
