I have been playing osu!mania for a while and I can S-rank most 3* 4k maps but with terrible hit error. For some reasons, I always press late and the hit error is often -10~+20 ms for every song. I don't want to change the universal offset because I also play osu!standard and changing the universal offset will mess up my std accuracy. Is this a skin problem?

Try changing your hitposition in skin.ini and/or changing your resolution.
You don't always need to change hitposition. Global offset is easier to find (it's actually in osu's options menu) and can also help.

Btw if you play osu! on windowed, try fullscreen, it helps A LOT with the lag input.
