You need to be an osu! supporter to change the cover photo on the new site, but how about those who had their support tags expired? Do they need to have an active support tag to be able to change the new cover photo on the new site?

Thanks, so you can change it without an active supporter tag but has been a supporter once.
You can use an existing upload, but in order to upload a new cover you'll need to become supporter again.
