When using Snapper mod, you will miss a circle/slider start circle if your cursor didnt aim at it when it is its 0ms hit window, forcing you to arrive at notes earlier, you wont be allowed to just flow the cursor around when its jumps, i think this mod could help you stream more accurate to the center of notes too.
This mod would be ranked with no score bonus.

IMO: Useless, flowing is perfectly fine, you are not forced to snap and if you want, you may work by yourself on this.

Snapping is a myth and actively trying to snap will do nothing but damage your aim if it doesn't come to you naturally
