Okay so this has been driving me crazy for months, but where's this sample everyone uses from? Occasionally hear it in vocaloid tracks too, is there some secret essential hitsound pack out there or something..?

it sounds like it may be sleigh bells from snow halation or something or the beginning of EOS

Woah, snow halation definitely uses it too, doubt that was clean enough to sample though.
