Hi I'm new to OSU and am looking to buy a tablet what is the best one out there for the lowest price? Some where under 30 dollars, total shipping handling, everything.

Huion 420 will be ~$40 with shipping.
Jesus even as a tablet advocate myself you're barely played the game.
Play more and make sure you enjoy it before you commit to a purchase.

The tablets I've seen most osu players use are:
Huion 420 (or the 420h)
Wacom CTL-480 (or 470)
So go with the Huion 420 if you want something cheap and efficient to use, or go with the Wacom tablet if you want something a little nicer (though it cost more).
Keep in mind, the Huion 420 has a weighted pen, some players don't like the added weight of the batteries.

if you're looking for something in that price range all you have to do is get an etch a sketch and a pen and pretend you're rrtyui
