There's a good reason for this and that is because at lower sensitivities, you gain control.
It's a linear trend. You want to go as low as you can just to the point where you can still move your arm fast enough between jumps. This is why 400 dpi works for people in not just osu!, but also in fps games like cs. Of course, some people are limited by other factors such as desk space and whatnot, so mileage may vary.

The higher your sensitivity, the harder you make the game for yourself, the more effort that's required to get better (generally).
I'd say 2000 dpi is close to pushing it; it might be okay if you're running a 4k monitor, but if you're not, I'd recommend going with a slightly lower sensitivity.
