I have this beatmap of a guy that doesn't exist in osu anymore "raww" i think is his name.

me and my friend really like the map and would like to submit it to see it it's worth getting ranked.

Is this against the rules? can a mod help me here?

you aren't allowed to upload someone elses work as your own. if you really wish, you could post a .osz download on your userpage with credits to the mapper. but submitting through BSS is a no-go.
