Chat: Blue name hover suggestions [Added]

I have a couple of suggestions for the chat name hovering effects:

1. When hovering the name, keep it blue instead of fading it out instantly. Only fade it out when the mouse leaves the name.
2. Display the hand cursor when the mouse is over a name, similar to hyperlinks.

The first is an agree, good idea
The second seems kind of redundant, the fact that the name is highlighted kind of means you can do something with it, and changes in cursor would be annoying
