Maybe, there are people who want to know specific country's culture, language, their osu! community system etc.
But how to know that?
Posting in English on sub-language forum? omg it might be crap.
How about Making a specific topic for each language-specific forums which is allowed to use English?
It might be good for peoples who want to know about certain country's community.......

So, do a topic in the language-specific forum. Done as say.
Yes I'd like to know about a certain country, by posting in English but people might feel wierd by that.
You can also talk to members in IRC as well.
