Try these settings:

BPM: 139.90
Offset: 8300

After changing that, go to Compose, in the top right hand corner change "beat snap divisor" to 1/2. Then in the Timing menu choose "Resnap all notes" and "Recalculate slider lengths".

0:58.47 should be closer to the 3
1:10.05 the 3 should be the same distance from the 2 and 4
