Mania #K.ini files have it, so why shouldn't the normal skin.ini file?
It can be used to prevent this too, since the slider track will also be transparent.
It'll be done in the skin.ini exactly like the mania format:
R#,G#,B#,Transparency#

1; If not, what happened to the post about customisable slider tracks? That'd be a good replacement solution. You yourself liked that idea.
2; Transparency can't be that hard to integrate into the ini file.
