i have downloaded this skin but it wont let me use it the file looks like the other files but it has a small lock on it and it wont let me use it in osu ???? could you or some one help me out

I'm planning to make some with different characters, such as Remilia, Hakurei Reimu, Cirno and Youmu Konpaku. But unfortunately I had a problem with my old Photoshop and have to re-download the new one.
