[Rule Removal/Change] Repeats hidden under hitbursts

This sort of topic was brought up in the osu!mumble, and I feel as if it should be addressed further.

The current ranking criteria states this

All repeat arrows on sliders must be visible. Make sure that hitbursts (100s/300s/etc) from previous notes are not covering the repeat arrows or even the paths/ends of sliders (use the default skin to check if using hitbursts from another skin). This way, all sliders will be easily visible and playable.
While this seems as a current staple to look out for modding, I find that with the new default skin, and with more and more skins using more transparent hitbursts and slider tracks, such a mandatory rule seems a bit outdated, and in some cases, pretty limiting. I can think of several occasions where completely playable and readable patterns were discarded because of what the ranking criteria currently says.

I propose this, either the rule is removed entirely, or demoted to a guideline. In the case of a demotion, the BAT members responsible for modding the map (and eventually bubbling or otherwise) can have their own evaluation on it for a case by case basis.

Here is what I suggest as a guideline:

Slider repeats or paths hidden under hitbursts have to be readable. Make sure that in the event of an obstructed repeat, the average player can be able to distinguish and react accordingly.

Edit :and I actually have brought this up in a newly ranked map, and people on mumble including some BATs said it was fine :3

So, yeah something needs to be done.

awesome, I hate how some beatmaps I can't play just because there will be a note hidden under a 300.

As you can see, "New" default hitbursts still covers in a significant way repeat arrows, thus hindering/blocking the ability to read them properly.

Custom skins have nothing to do here, so no.
