About osu! tablet's online ordering requirement...

Sorry if I'm disturbing this forum, but I had a question in my mind about osu! tablet.

Does osu! tablet has any requirement to be ordered online, I mean like you need to be an osu! supporter or something?
I hope someone can answer my question. Thanks in advance!
